Job Summary:

City Year Greater Philadelphia is seeking an EVALUATION MANAGER (EVMGR), for the Program and Service Department. The EVMGR is responsible for the overall management of the site’s service evaluation process. The EVMGR reports to the Service and Education Partnerships Director (SEPD) to develop and analyze surveys, databases and all incoming data to ensure all AmeriCorps and site service goals are met.

City Year’s mission is to build democracy through citizen service, civic leadership and social entrepreneurship. It is through service that we can demonstrate the power and idealism of young people, engage citizens to benefit the common good, and develop young leaders of the next generation.

City Year is wholly focused on fighting the national dropout crisis. We have committed to leverage the talent, energy and idealism of corps members to serve as tutors, mentors and role models in schools to help students stay on track – and get back on track – to graduate.

Our corps members do this by focusing on three early warning indicators that have been defined through research: attendance, behavior and course performance in math and English.

City Year’s In School & On Track initiative is designed to bring City Year corps members to 50% of all of the students falling off track in City Year’s 21 U.S. locations, which will require expanding the number of corps members to 6,000 and engaging school districts, the private sector and the federal government through AmeriCorps as partners.

City Year Greater Philadelphia is one of the largest sites in the City Year network with 230 AmeriCorps
members serving in 20 Philadelphia schools.

Responsibilities:

  • Track and Ensure Data Integrity for all Site and AmeriCorps Goals:
    The EVMGR is in charge of all data collection, leveraging tools developed by City Year Headquarters to document all service objectives. This includes training staff and members on current systems, making recommendations for improvement, and ensuring all deadlines are met. The EVMGR organizes mid-year and end of year surveys for principals, liaisons, teachers and students, tracks outputs and outcomes from all service projects, and reviews collected trackers from Program and Service Staff and Senior Corps Members. In addition, the EVMGR is responsible for monitoring data storage requirements.
  • Student-Level Data Collection:
    The EVMGR will devote considerable time to student-level data collection. This includes working with Program Managers and other ProServe staff to build focus lists for school partnerships based on Early Warning Indicator data, coaching City Year Program Managers, Team Leaders and corps members on effective data collection procedures and monitoring progress toward internal collection goals, as well as anticipating challenges to data collection or analysis and communicating those needs to the SEPD and City Year Headquarters Evaluation Team to support improvement. The EVMGR will work closely with the People and Operations department to ensure confidentiality and data storage requirements are maintained.
  • Evaluation and Analysis:
    The EVMGR works directly with the SEPD and supports the Program and Service Leadership Team to implement the site service vision. This includes assisting in preparing presentations about our mission and vision and service impact to internal and external audiences. The EVMGR is responsible for providing data and analysis of our service impact in schools and program impact on our core asset- City Year corps members. The EVMGR is also responsible for reviewing data and producing at least monthly reports on our service data and results. At all times, the EVMGR will be expected to understand where we are in terms of numbers and progress towards AmeriCorps, City Year Headquarters, service partner, and other funders’ goals and to communicate that progress in a timely fashion.
  • Relationship Management:
    As directed by the SEPD, the EVMGR supports the relationship with the School District of Philadelphia’s Office of Accountability and CYGP’s third party evaluator. The EVMGR will write the research proposal for the School District of Philadelphia’s Research Review Committee, under the supervision of the SEPD.
  • Reporting:
    The EVMGR is responsible for providing data to any staff member requiring it for writing reports detailing service achievement for a variety of funders, including twice yearly PennSERVE reports, School District reports, and working closely with the Development Department to ensure all service and reporting for grants is completed.
  • Liaison to Headquarters Evaluation Team:
    The EVMGR is responsible for supporting and coordinating with the Headquarters Evaluation Team to ensure that CYGP participates in all national data collection efforts and evaluation activities led by Headquarters. This includes conference calls, relationship management, and seeking and providing feedback for improvement. The EVMGR ensures that the site complies with all Headquarter deadlines for data submission and works with the Program and Service Department to manage staff towards those deadlines and uses Headquarters tools in the ways they are intended, and maximizes the use of data analyzed from them. In addition, the EVMGR will report/train the site on Headquarters priorities and projects.
  • AmeriCorps Member Management:
    The EVMGR manages one senior corps member in support of evaluation projects to build capacity within the site to create a strong culture of evaluation and provide members with perspective on the importance/use of evaluation in the field. Management includes complying with all AmeriCorps policies, performance management, professional development, and supervision of an AmeriCorps member.
  • Promoting National Service:
    City Year staff members are expected to think outside of their own job description at all times to help further the National Service Movement. This includes thinking of ways to engage new supporters through events and roundtables, communicating clearly to other staff members and departments, and directing corps members to think beyond their daily service in their school. The EVMGR will work closely with other departments to use data to tell our story to potential corps members, funders, champions, and partners. In addition, the EVMGR will track local and national research to identify and share evaluation and education trends as directed by the SEPD.
  • Organizational Initiatives:
    All staff members devote time to corps member recruitment, including phone calls and interviews. Staff members also assist with events throughout the year, including MLK Day, National Youth Service Day, our Idealist of the Year Dinner, and more. In addition, the EVMGR may be required to go away for overnight conferences – ACADEMY, held for all staff across the nation for a week in July and the Program and Service national conferences held twice a year.

Qualifications:

Qualifications

  • BA/BS
  • Demonstrated evaluation or analysis/statistics experience required
  • Proficient in excel and database management
  • Experience with and knowledge of relationship management
  • Demonstrated experience in non-profit, social service or educational settings
  • Solid experience/passion for working with 17-24 year olds
  • Strong time management and organizational skills necessary
  • City Year/AmeriCorps/Peace Corps experience a plus
  • Understanding of the National Service Movement and education reform necessary
